Under the direction of Executive Vice President (EVP) of Student Success/Provost, the Vice Provost for Learning serves as the Chief Academic Officer for the College, has administrative authority over most instructional deans, and provides administrative leadership and direction to the college's teaching, learning, and public service programs.

The Vice Provost for Learning oversees the planning, design, conduct, evaluation, creation, and elimination of all instructional programs and instructional support activities of the district to help facilitate MATC's commitment to becoming a high-performance organization using the talents and skills of an engaged and empowered workforce committed to the common goal of providing excellence in education. This entails daily planning, budgets, design, direction, implementation, evaluation, elimination and organization of assigned programs and instructional support activities. The Vice Provost for Learning leads the continuous improvement of these programs and promotes scholarships and efforts to increase and enhance diversity. Communication is continuous between the division, industry partners, specialized accreditation agencies, and governmental regulatory bodies. This position also participates in the general leadership and direction of the College as a member of the President's Cabinet.

The Vice Provost for Learning serves as a change agent for access, engagement and innovation, while applying data-informed decision-making and continuous quality improvement to achieve goals, and has direct responsibility for the Deans of the Academic Pathways, Dean for Online Learning, and Directors of several academic centers. The Pathways include the following: Business and Management; Community and Human Services; Creative Arts; Healthcare; Manufacturing, Construction, and Transportation; STEM; and Learning Administration

Characteristic Duties and Responsibilities


  • Leadership and Strategic Initiatives: Serves as the Chief Academic Officer for the College and works in partnership with the Executive Vice President/Provost to define and implement the College's academic strategic vision. Strives to shape the academic programs for the future, building strength in both disciplinary and interdisciplinary areas with the assistance of instructional deans and faculty. Leads, supervises, evaluates and assesses academic programs and personnel to ensure excellence.
  • Policy Development and Implementation: Participates with other senior officers of the College in institutional planning, policy development and implementation as well as problem solving. Develops, implements, administers, and evaluates programs and policies necessary to accomplish the mission, goals and objectives of the Office of Learning.
  • Accreditation Compliance: Upholds academic integrity and standards, ensuring compliance with accreditation requirements and educational best practices. Oversees academic research and reporting required to federal and state agencies. Coordinates with the EVP and VP for Strategy and Planning related to instructional related accreditation issues for the College and its programs.
  • Data-Driven Decision Making and Continuous Improvement: Leverages data analytics to drive informed decision-making and fosters continuous improvement within the area of responsibility. Analyzes key performance indicators (KPIs) and relevant metrics to gain actionable insights and monitors performance measures aligned with organizational goals. Utilities data to inform strategic and operational decisions. Applies continuous improvement methodologies (e.g., Plan-Do-Study-Act) based on data analysis promoting a data-driven culture and enhancing team data literacy.
  • Committee Participation and System Engagement: Participates in cross-functional committees and advisory boards, including the President's Cabinet. Organizes, reviews, and debriefs meetings among stakeholders. Maintains a close working relationship with Higher Learning Commission (HLC), Wisconsin Technical College System (WTCS) administrative and consultative staff, implements state policies and directives applicable to the instructional function, supports and WTCS mandates.
  • Budgeting & Fiscal Responsibility: Coordinates with the EVP and Academic Executive Deans regarding the budget and enrollment, planning and management for the Office of Learning. Sets the strategic vision for the operational budget based on established and approved strategic goals and objectives.
  • Cross Functional Relationships and Collaborative Teamwork: Establishes, maintains, and enhances positive work relationships with staff, faculty, administrators, outside agencies, parents, and students. Works collaboratively with team members, other Academic Pathway Deans, and colleagues, to achieve College objectives and provide a high level of service to students and employees by developing and sustaining effective working relationships and partnerships. Maintains high standards of professionalism within a matrix environment.
  • Leadership and Supervision: Develops and manages high performing teams with highly skilled and motivated staff focused on the delivery of quality and value-added services, and allocates cross-functional responsibilities and work processes. Responsibilities include hiring, coaching/mentoring, performance management, and progressive discipline as needed for departments supervised.
  • Ethics and Confidentiality: Practices honesty by demonstrating a consistent and uncompromising adherence to strong moral and ethical principles, values, truthfulness and accuracy in all actions. Addresses all student and employee behavior in a confidential and respectful manner.
  • Continuous Learning & Professional Development: Maintains current knowledge of best practices and standards in higher education with an emphasis on community Colleges. Actively organizes and/or participates in applicable workgroups, trainings, workshops, seminars, committees and professional associations or conferences to promote continuous learning.
  • Other duties: Performs other related duties within the scope of the position as required for the efficient operation of the division and to support institutional objectives.

  • Knowledge of the functions and objectives of instruction/Academic Affairs and academic support programs and services.

  • Expertise in supervising, counseling, motivating and evaluating staff and actively supporting their professional development.
  • Comprehensive knowledge of strategic planning, data analysis and budgeting, including demonstrated experience with policy development and change management.
  • Proficient with Google Suite and Microsoft Office including Excel, Word and Outlook and other necessary software
  • Ability to work with culturally diverse populations of students, employees and community stakeholders.

  • Ability to manage multiple priorities, establish workflows and meet necessary deadlines.
  • Demonstrated leadership ability and team building skills to effectively supervise professional and staff and interact with all levels of management.


Qualifications


Minimum Qualifications:

Compliance with all state, federal, and accreditation standards/requirements, as well as all MATC policies and procedures.

Required Education & Experience: Master's degree from an accredited college or university in an academic discipline related to one of colleges academic pathways; seven (7) to ten (10) years of senior level (dean or higher) experience of progressive experience with faculty or instructional support personnel in a large, complex organization, preferably in post-secondary education (may include other public or private sector organizations). At least five (5) years involved supervisory and administrative responsibilities including managing teams and strategic planning, quality management, institutional effectiveness and accreditation and at least 4 (four) years of full-time teaching experience or the equivalent years as a part-time instructor in a higher education institution.

Preferred Education & Experience: Doctoral degree is preferred in an academic discipline related to one of colleges academic pathways or educational administration. Prefer ten (10) or more years of relevant experience. More than five (5) years in supervisory and/or administrative responsibilities including managing teams.

Start Date: The position reports to the Executive Vice President and is available to start January 2025.

Job Details: Hiring to fill one (1) full-time vacancies, 1.0 FTE. Vacancy will be based out of the Downtown Milwaukee Campus

Salary: Salary is listed to the midpoint of the range and is based on the 2024/2025 rates, is determined by years of experience credit and internal salary equity. Salary determination will be based on years of credited experience that is listed on the job application only so please include complete education and work history.
